Acquisition of Cypriot Citizenship by Naturalization

Following the entry into force of the Civil Registry (Amendment) Law of 2023 on 19 December 2023, new criteria apply to applications for Cypriot citizenship by naturalization.

General Eligibility Criteria

An adult applicant must cumulatively satisfy the following conditions:

  • Lawful and continuous residence in Cyprus for at least 12 months immediately prior to the submission of the application
    (Absences not exceeding 90 days in total do not interrupt this period)
  • Legal residence for at least 7 years within the preceding 10 years
  • Good character
  • Knowledge of the Greek language at B1 level
  • Knowledge of the basic elements of the contemporary political and social reality of Cyprus
  • Adequate accommodation and stable financial resources sufficient to support the applicant and their family
  • Intention to reside in the Republic of Cyprus

Proof of Requirements

Greek Language (B1 Level)

Applicants must provide a recognized certificate in accordance with the Common European Framework of Reference for Languages.

Exemptions apply to:

  • Graduates of Greek-language secondary education
  • Holders of academic degrees taught in Greek

Knowledge of Cyprus (Examination Requirement)

Applicants must successfully pass a government examination with a minimum score of 60%.

Accommodation & Financial Means

Indicative supporting documents include:

  • Title deeds or rental agreements
  • Utility payment receipts
  • Employment contracts, payroll records, tax returns
  • Bank statements or other income evidence

Fast-Track Naturalization for Highly Skilled Employees

Special provisions apply under Article 111B(2) for individuals employed in qualifying companies operating in Cyprus.

Eligible Companies

This category includes, inter alia:

  • Companies of foreign interest operating in Cyprus
  • Shipping companies
  • Technology and innovation companies
  • Pharmaceutical and biotechnology companies
  • Registered foreign companies
  • Accredited higher education institutions

Reduced Residency Requirements

Applicants may qualify under an accelerated regime if they meet the following:

  • 12 months continuous residence prior to application
  • Legal residence of:
    • 4 years (with Greek level A2), or
    • 3 years (with Greek level B1)
  • Compliance with all other standard criteria
    (character, accommodation, financial means, integration, etc.)

Definition of High-Skilled Employees

Applicants must fall within one of the following categories:

  • Directors, specialists, or key personnel employed by eligible companies
  • Individuals earning a minimum gross monthly salary of €2,500, with:
    • A university degree or equivalent qualification, or
    • At least two years of relevant professional experience

Accelerated Examination

Eligible applicants may request expedited processing (within approximately 8 months) upon payment of an additional government fee of €5,000.

Family Members

Family members may apply together with or following the main applicant, provided they meet the relevant requirements.

Eligible family members include:

  • Spouse or registered partner
  • Dependent adult children with disabilities

Application Procedure

Applications are submitted using Form M127 at the competent District Administration Office.

The application must:

  • Be accompanied by all required supporting documentation
  • Include certified and officially translated documents
  • Be signed in the presence of a Registrar
